The National Council on Disability (NCD) is seeking proposals for research and writing a progress report to commemorate the 30th anniversary of the Americans with Disabilities Act (ADA). This report, titled "NCD Progress Report 2020: Solving the Disability Employment Crisis," will focus on the employment challenges faced by people with disabilities over the past three decades.
The report will evaluate the federal government's response to the persistent low workforce participation rates among individuals with disabilities and will recommend strategies to enhance participation. These recommendations will include addressing known federal barriers and implementing collaborative initiatives between federal and private sectors to remove obstacles to workforce entry.
Additionally, the report will analyze the impact of the ADA's Title I on employment for people with disabilities, review relevant legislation such as the Workforce Investment Act of 1998 and the Workforce Innovation and Opportunity Act of 2014, and discuss other legislative or programmatic changes affecting employment.
